Ensure that localhost inventories always define ansible_python_interpreter when using
ansible_connection=local. This prevents Ansible from falling back to interpreter
auto-discovery (interpreter_python=auto_silent), which could select unexpected Python
binaries inside containers (e.g. /usr/sbin/python3.13) and break module execution.
The interpreter is now pinned to $PYTHON if set, otherwise to sys.executable.
