The chunk jobs read `🧱 Chunk N` and every priority row carried its own
trailing ⭐, so a priority sweep repeated the star down the whole job
list while the chunk that held those rows looked like any other.
- The four chunk jobs are named `0️⃣ Batch` to `3️⃣ Batch`, with ` ⭐`
when the batch holds priority rows, and their discover job reads
`🔍 Batch N ⭐` through the existing `marker` input.
- call-validation counts those batches once per run
(scripts/github/resolve/priority_batches.sh, which runs
`cli.meta.ci.matrix --priority-chunks`) and exposes the count as the
`starred` output. chunks.plan cuts the priority chunks from the
priority rows alone, so offset and the regular line cannot move them;
the orchestrator hands validation the same sweep and chunk size it
hands the chunk jobs.
- The row label drops its own star. report_failures and the job-name
parsers still accept a starred title from an older run.
- The glossary names the unit `batch` (`#️⃣`) instead of `chunk` (`📦`),
`ci plan` prints the batch column as the keycap the job name leads
with, and the name lint accepts a leading keycap emoji.

612266d75b consolidated call-test-install-make.yml and
call-test-install-pkgmgr.yml into call-test-install.yml. The merge of
feature/network/multi-network-serving took that branch's version of the
overview wholesale, which still described both files, so the table named and
linked two workflows the tree no longer carries.
The row is the one from before the merge, byte for byte; the deploy row above
it keeps the network input the merge brought. test_workflow_references and
test_markdown_links both hung on the same two dead links.

Resolves 68 conflicted files. The governing rule was our structure with their
network semantics: the tor boolean becomes a network mode (clearnet | tor |
multi) throughout the variant layer, while this branch's architecture and mesh
axes, its extracted modules and its i18n content stay.
Where the two sides covered different ground, both are kept rather than one
picked:
- ca_injected answers a ca_client on the deployment's TLS mode OR on an SSO
issuer that resolves self-signed. 3a3e9ed2c9 records why: an issuer is not
an object store, so keeping only one side drops the other's coverage.
- get_merged_domains keeps the loud refusal when svc-net-tor is deployed
without a provisioned node, now gated on their tor_serves_host; their
node_onion_of returns an empty string there, which would have served every
onion-exclusive app on clearnet in silence.
- sso_cookie_domains stays the single source for oauth2-proxy's cookie scope.
Their per-network branch omitted the issuer domain on the onion arm, which
breaks the callback leg.
- The clearnet CSP batch carries --clearnet-timeout again; their batch dict
hardcoded zero while the role still passes the flag.
- The dashboard keeps its i18n content dir, image, version and design
resolution; their side reduced the logo sources to the bare service
provider values.
Their side wins where it is measurably better: the onion mirror rewrite is
gated per vhost rather than per app, the Playwright onion decision reads the
pass's own domain instead of the role's canonical one, and the matomo
reinjection and dashboard config render per network sibling.
Eight files were broken by the merge without ever carrying a conflict marker,
because git marks only the lines both sides touched:
- utils/cache/domains.py lost the onionize block that sat between two hunks
- roles/sys-front-inj-all/templates/body_filter.lua.j2 called it
- web-app-bluesky, keycloak sso_proxy: the get_entity_name filter was renamed
- trigger/__main__.py, playwright_coverage.py and its test: the deleted tor
module
- cli/administration/deploy/ci/timings.py read Label.tor
- plugins/filter/csp_filters.py called _aligned_url with four of six arguments
- tests/unit/python/utils/cache/test_domains.py referenced a renamed class
- tests/.../sys-ctl-hlth-csp/files/test_script.py mocked a function main no
longer calls
Verified: the variant layer (155 tests, 65 subtests), ca_injected (18),
the CI layer (175), the domains cache including the restored guard (32),
retrigger inputs (9), timings and the CSP health script (53). make
quality-high clears autoformat; its remaining findings are tracked separately.

OpenSSF Scorecard reports no fuzzer integration (code scanning alert
507, issue #853). tests/fuzz/_yaml_bootstrap.py is an atheris harness
that feeds arbitrary input to utils.yaml_bootstrap.load_block and fails
whenever the reader accepts a document that load_yaml_str parses
differently or rejects. That is the contract the module's docstring
states, and the existing property test only samples it. The leading
underscore keeps unittest discovery from importing it, because atheris
is only installed with the fuzz extra.
cron-security-fuzz.yml runs the harness for 15 minutes every Sunday and
on demand, on ubuntu-latest, and uploads crashing inputs as the
fuzz-crashes artifact. atheris 3.1.0 ships x86_64 manylinux wheels for
CPython 3.12 to 3.14 only, so it lives in its own `fuzz` extra and
stays out of every other install path. tests/fuzz/ is not part of
`make test`.

Every deploy row now takes a node network mode, clearnet, tor or multi,
instead of an onion yes or no. The workflow input `network`
(auto|clearnet|tor|multi) replaces `tor`, and INFINITO_NETWORK replaces
INFINITO_TOR.
utils/github/variant/network.py decides which modes a row can take: clearnet
only without a Tor bond or when the variant pins Tor off, no multi for a
single_mode role, no clearnet for the Tor provider, whose rows are therefore no
longer dropped when the rotation lands on clearnet. Priority rows cover every
mode and network combination, regular rows rotate the network on sweep // 2,
and clearnet rows carry disable=tor. Selection tokens pin the axis with
+clearnet, +tor or +multi, and multi rows wear the new glyph.
A row hands its mode to the deploy as the variable `network`, which
provisioning writes into host_vars as NETWORK_MODE. Without it the node keeps
deriving its mode from the deployed providers.

A pull request against main extracts the core and docs domains, fans out
over the languages LibreTranslate supports, and opens one translation PR
per language against the branch that introduced the strings. Only the
entries a catalog leaves empty or fuzzy reach the translator.
The job matrix and the translator read the same list through
translatable(), so a code cannot enter the matrix and then be refused by
the run it starts.
The pipeline stays off until CI_ENABLE_AUTO_TRANSLATIONS is set, and
pull requests from a fork are skipped because the app token cannot push
to their head branch.

The two install workflows differed in a name, one env key and the script they
ran, and the orchestrator wired each separately. They become one file.
The pkgmgr half goes with them. Installing through the package manager is no
longer the plan, and the images have already moved: since the switch to
base-images every container is built FROM base-<distro>, so that test was the
last thing still pulling a pkgmgr image. The pkgmgr CLI itself is untouched;
roles keep calling it.
The mermaid graph in .github/workflows/README.md named both files as nodes and
as edges, which test_workflow_references caught after the rename. The workflow
table in the docs follows.
Verified: actionlint accepts every workflow, and 263 tests pass across
tests/lint/repository, tests/lint/filesystem and tests/integration/meta/workflows.

The instructions test held a job of its own that picked one random role per
run, so a README's Production block was proven roughly once per 265 roles.
The replay now rides on a deploy row instead: no extra runner, and every role
the sweep touches gets its documented one-command deploy exercised.
The row is the role's smallest variant -- fewest services enabled -- because
that is the shape the README describes, and it is chosen among the variants
the sweep actually deploys, so a row cut as redundant coverage cannot silently
drop the role from the test. A role qualifies only when its README carries a
Production block and the guide's own mode is one the role runs and tests.
The marked entry carries the guide mode in `instructions` and a 📖 in its job
title, between the variant number and a priority ⭐. The guide mode is
independent of the mode the rotation gave the row: a swarm row still replays
in compose. The step runs last in the deploy job, after the swarm teardown,
because the replay deploys the role a second time and needs the runner's
ports.
call-test-instructions.yml, cli.meta.ci.guide_select and the `instructions`
dispatch input go with it. `redundant()` moves next to the marker so the
chunker, the plan table and the marker share one definition.
The plan table trades its 📊 Weight column for 📖 Instructions; nothing read
the weight any more, so it leaves the matrix entries too.

Every scheduled workflow opened with an alarm clock, so the Actions list
read as a column of identical icons that said nothing about the run. The
clock now lives in run-name behind github.event_name == 'schedule', where
it marks the one thing it can mark: a run nobody triggered. The name says
what the run does, in two or three words.
The dispatch menu shows names in one narrow column and truncates them, so
a new lint caps a workflow_dispatch name at 25 characters and points the
longer, explanatory wording at run-name, which carries no such limit.

A run-wide draw proved one distribution and said nothing about the other four, while reporting green. Both are matrix-row axes now, assigned by the same deterministic rotation mode and tor already use, so one sweep exercises every distribution and every filesystem.
The two read the row's position like an odometer, the distro as the low digit. Turning both on the position directly covers only n of the n x m pairs whenever the pools are the same length, and no sweep unlocks it.
Both are part of a row's identity: glyphs in the job label, columns in the plan table, shards in the artifact name. Both are selectable through %distro and /filesystem, and a retrigger replays the distro off a failed title. It leaves the filesystem out, because a title states the kind the matrix assigned and a deploy may have fallen back from it.
A row's filesystem is a preference unless a human names it, on the run or in a token. Reading the matrix's own narrowing as a demand would fail rows for every transient condition the applying step is built to tolerate.

Replaces the deploy-line sequencing section, which documented the
three-mode split, the serial/parallel decision and mode_fail_fast --
the only place any of that was written down.
Records what a run now does instead: why chunks exist at all (the queue
clock), how the chunk size and count are derived, what priority means
now that a named role is deployed in every combination it can take
rather than sampled, and how the mode and tor rotations are decoupled
for the regular rows.

The hourly sweep fought the rest of the CI control plane instead of
helping it: it preempted itself (17 of the last 29 runs concluded
cancelled 1-2s after their successor was created, for 8s of work behind
a 74-80min queue wait) and shipped MAX_ATTEMPTS=0, which the script
reads as no ceiling while its own README promised the opposite. The 24h
age cutoff could not bound it either, because every rerun refreshes the
run's updatedAt and so keeps it inside the window.
Removes the workflow, the two scripts it was the sole consumer of, its
unit test, and the CI_RERUN_* documentation that would otherwise point
at a deleted file. The workflow is disabled in both origin and fork so
no sweep fires before this lands.

The workflow directory mixed entry points, reusable stages and scheduled jobs into one flat list sorted by topic, so the first question about any file - what starts it - was the one the name did not answer. Every workflow now carries one of three prefixes, derived from its on: block: cron- for a schedule trigger, call- for one only reachable through workflow_call, entry- for everything a repository event or a human starts. Scheduled workflows additionally carry an alarm clock as the first character of their name.
Two lints keep it that way. One derives the expected prefix from the triggers and compares it against the file name; it flagged all 17 offenders before the rename and none after. The other resolves every .github/workflows/<file> string in the repository against the directory, which is what a rename silently breaks in Markdown links, Python constants and shell API URLs alike.
Renaming pulled 69 pre-existing comments into the comment lint's changed-file scope. The vendored CodeQL template got the nocheck marker its scorecard sibling already carried, two workflow headers moved above name: where they count as file headers, and the remaining banners were deleted.

A run cancelled by a concurrency group loses the work it had already finished. An hourly sweep now walks every branch, and when its latest run ended cancelled it restarts only the failed jobs through gh run rerun --failed, keeping the successful ones.
CI_RERUN_INTERVAL_MINUTES, CI_RERUN_MAX_ATTEMPTS and CI_RERUN_MAX_AGE_HOURS tune the sweep. A cron expression cannot read a repository variable, so the workflow is triggered every full hour and a gate lets only the hours through that open the configured window; the gate reads the hour, not the minute, so a late start still counts for its hour. An unset attempt ceiling means no ceiling, bounded only by the 50 reruns GitHub allows per run.

The three CI entry workflows drop the "⚡ CI:" prefix for one emoji each -
🕹️ Manual, 🔀 Pull Request, 📤 Push - completing the trigger triad by symbol.
The manual run-name loses its prose prefix and separator dots; the segments now
frame themselves: 🕹️ for the dispatch, 🐧 before the distro sweep, ⭐ for the
priority line, 🎯 for a verbatim whitelist, 🔀 for diff derivation.
before: Manual CI triggered: debian arch; web-app-x ⭐; diff-derived (origin/main)
after: 🕹️🐧 debian arch ⭐ web-app-x 🔀 diff (origin/main)
Dropping the dots removes the fixed literal after inputs.distros that
utils/github/run_name.py cut the distro list at - the list is itself
space-separated, and the next segment starts with a branch-dependent emoji.
value_from_title therefore derives the terminator dynamically when the framing
literal is whitespace-only: _openings_after collects what any later template
segment can render first (the leading literal of each quoted string in later
expressions, format placeholders stripped, plus later inter-expression
literals) and cuts at the earliest occurrence. The SPOT property holds: the
openings are read from the workflow's own run-name, so a future emoji change
flows into the parser without touching it.
Titles from before this change no longer match the template and yield '' - the
documented unknown-title behaviour, so a retrigger of a pre-rename run falls
back to the workflow's distro default instead of guessing.
The dispatch CLI is unaffected (it targets entry-manual.yml by file name), job
names and the orchestrator are untouched, and no workflow_run trigger
references the old names. Required status checks configured against the old
workflow names in repository settings are the one surface this repo cannot
see - re-check them after the rename lands.

Three rows disagreed with their workflow files: ci-orchestrator still advertised a distros default that 0f7334b3d removed, test-deploy-swarm omitted distros entirely although it is its only required input, and test-instructions listed one input with a svc-db-postgres default where the workflow declares four on both triggers and picks a random role when role is empty. test-dns is left alone -- its 'required on call; default debian on manual' already describes the real split.

test-environment.yml and test-guide.yml become test-workspace.yml and
test-instructions.yml. Orchestrator job ids, the distros-SPOT matrix
lint, the act example, the diagnostics slug and the rescue artefact
names follow.
Replace the roles_only input with per-job workspace/instructions
tri-state inputs (auto|true|false). 'auto' derives the former
roles_only skip straight from whitelist: both jobs run on a global
scope (whitelist empty or __ALL__) and are skipped on a role-scoped
run, which keeps the PR behaviour identical because the diff resolver
never emits an empty whitelist. entry-manual exposes both as choice
dropdowns defaulting to false, so a manual run opts in explicitly.
The now redundant roles_only output is dropped from
pr_affected_roles.sh and subset_roles.py.
Branch-protection required-status-check names change along with the
job renames.

Read INFINITO_LIFECYCLES from default.env via a new tested_lifecycles() helper; derive TESTED_LIFECYCLES, the README overview envelope, the guide-select role filter, and the invokable-lifecycle lint from it. Add "maintained" to the envelope and drop the redundant hardcoded "alpha beta rc stable" strings from workflows, CLI help, and docs.
Guide selection now skips pre-alpha/eol roles (153 -> 117 testable).

Move the plan table out of the standalone orchestrator Plan job into each
deploy mode's discover job (swarm/compose/host), so the table shows as a
run-summary spot on the orchestrator that will run it. Drop the redundant
Priority column since the Triggered column already carries the star.

Replace the ten lint-*.yml workflows and the four test-code-*.yml
workflows with lint.yml (make lint fanning out every check, plus the
hadolint SARIF job) and test.yml (make test running unit, integration,
lint and external suites in parallel on the runner host). Drop the
lint-gate and test-code-gate jobs; code-quality-gate now needs lint,
test and security-codeql directly. Dependency diagram, workflows table
and pipeline docs follow.

Plan job renders under a map emoji with plan wording across the CLI,
docs and aliases; the guide workflow, its orchestrator wiring, the
dependency diagrams and the workflows doc follow the test-guide name.

The orchestrator renders the per-mode deploy plan into the run summary.
test-run becomes test-readme (book emoji), depends on build-ci-images,
grants NET_ADMIN (the in-container MSS clamping needs it) and seeds the
run's freshly built CI image instead of the published default. The
manual run-name stars the priority roles.
Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
Priority deploy callers and their discover jobs now carry a star
(marker input threaded through single-node into the leaf workflows);
regular callers are labelled distinctly. New test-run.yml extracts the
Production command from a role README and executes it against the
runner (localhost => local connection, Docker socket instead of TTY),
runs parallel to test-environment and gates the final done job.
Lint Mermaid gets the broom emoji like every other lint.

test-deploy-single-node.yml bundles the compose and host deploy tests
behind one reusable workflow; the orchestrator gains a priority input
that deploys focus roles first per mode and runs the remaining roles
only after every priority job succeeded, excluded via the new
INFINITO_BLACKLIST discovery filter in apps.sh. entry-manual exposes
the priority field and treats priority-only dispatches as roles-only.
Workflow dependency diagram added under .github/workflows/README.md.

The merged subset feature failed test-lint: a .py under scripts/, a local parents[N] PROJECT_ROOT, a direct yaml.safe_load, an uncached read, and narration comments.
- move scripts/meta/resolve/pr/subset_roles.py -> cli.meta.ci.subset_roles (scripts/ is .sh-only); dispatcher invokes it via python -m
- parse via utils.cache.yaml.load_yaml_str; import utils.PROJECT_ROOT
- test invokes the module via -m against real roles; nocheck the tempfile read
- strip narration comments; docs document HOW not WHY

The maintainer-only manual CI dispatch (workflow_dispatch) cannot be triggered by fork contributors. The 🧩 Subset label closes that gap: when present on a PR, the detect-affected-roles job resolves the deploy whitelist from an explicit roles: YAML block in the PR body instead of the diff, giving fork PRs the same narrowed matrix a maintainer would dispatch manually. Without the label, behavior is unchanged (the dispatcher falls through to the diff resolver, output byte-identical).
- subset_roles.py: parse and strictly validate the PR-body roles block (invalid YAML / empty / unknown id / path-traversal all hard-fail)
- pr_affected_roles.sh: single dispatcher selecting subset vs diff resolver
- entry-pull-request-change.yml: wire the label and PR body into the job
- PR templates, pipeline/workflows docs and READMEs, integration tests

Switch the label that flips a fork PR to the trusted (PR-head, with
credentials) path from 'trusted-pr' to '🛡️ Trusted', in the
pull_request_target gating and the orchestrator text, plus the docs.
The trusted_pr input names are unchanged.
Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
A maintainer-applied trusted-pr label opts a fork PR out of the cautious fork-prereq dance: the orchestrator skips the wait for privileged fork images, and the pull_request_target build switches its source from the base merge ref to the raw PR head (head.repo.full_name@head.sha). The image keeps the merge-SHA tag so the pull_request orchestrator and its downstream consumers find it unchanged.
Security gates: only the label flips the build source (label-application is collaborator-only on GitHub, so fork authors cannot grant it); build-orchestration scripts and the helper checkout always come from the base repo at github.sha, only the Docker build context is the fork head; persist-credentials stays false and USE_NIX_TOKEN stays disabled for fork-sourced builds; fork pull_request runs keep their GitHub-enforced read-only token. Untrusted fork PRs and same-repo PRs are unchanged.
Wiring: ci-orchestrator gains a trusted_pr boolean input resolved once into a WAIT_REQUIRED job env; images-build-ci gains an optional source_repository input; both pull_request and pull_request_target carry a labeled trigger so applying the label starts fresh runs that observe it. Documented in pipeline.md (Trusted fork PRs) and workflows.md.

Adds a lint-packages target/workflow that parses the generated packaging metadata with each ecosystem's native parser (dpkg-parsechangelog, rpmspec, bash -n for the PKGBUILD), failing on any parser stderr so warnings cannot slip through. Wired into the make lint fan-out and ci-orchestrator's lint gate; an install group provisions the parsers (best-effort, cross-distro).
Hardens package_mirror so the generated changelogs parse without warnings: every RPM body line gets a '- ' continuation prefix (a column-0 '*' was read as a new %changelog entry -> 'bad date'), and the archived-releases notice is folded into the oldest kept entry instead of trailing after the final entry (free text there made dpkg-parsechangelog warn). Regenerates packaging/debian/changelog and the Fedora spec accordingly.
Adds a test-lint check (test_package_changelog_completeness) asserting both package changelogs list every CHANGELOG.md + docs/changelog release and that their inline window matches CHANGELOG.md, plus unit regressions for the RPM continuation prefix and the Debian footer fold.

entry-push-latest.yml gains a sync-main job that force-pushes the current repository's main from a source repo (default infinito-nexus/core) before CI policy and deploy discovery derive scope from origin/main. The source is configurable and can be disabled via CI_SYNC_MAIN_SOURCE_REPOSITORY; the same-repository case and disabled values skip the sync.
The sync-main checkout uses fetch-depth: 0 and the push is --force to avoid shallow-update and non-fast-forward rejections. Docs warn that main is force-overwritten and must not be used as a working branch on synced repositories.

Delete the per-deploy-type workflows (test-deploy-local/universal/
workstation) and the redundant act-all/act-app runner scripts (replaced
by make act-workflow). Only compose and swarm deploy tests remain.
Both now discover the full application matrix (every deployment type,
lifecycle-filtered to alpha/beta/rc/stable) instead of just the server/
web-* scope, via apps.sh resolving applications.type without --type.
Retire INFINITO_DEPLOY_TYPE entirely: discovery is now unconditional and
the deploy step never read it. Removed from apps.sh, ci/all.sh, the local
deploy scripts, the two workflows, default.env, the env passthrough list,
the dotenv generator test, the Makefile compose-deploy target, and docs.

Use whale (🐳) for the per-app matrix job to mirror the swarm
workflow's bee (🐝) pattern, and magnifying glass (🔍) for the
discover step. Keep the workflow header on the existing 📦 prefix to
stay consistent with the other test-deploy-* siblings.
Rename the workflow file and align all references:
- ci-orchestrator.yml job key + uses: path
- artifact names: inventory-server-* -> inventory-compose-*,
playwright-server-* -> playwright-compose-*
- scripts/github/inventory/zip_compose_for_upload.sh output path
- 3 docs files
INFINITO_DEPLOY_TYPE: server stays - that key is wired to the
invokable-rule registry in utils/roles/validation/invokable.py and is
a separate refactor concern.

actions/create-github-app-token@v3 emits "Input 'app-id' has been
deprecated with message: Use 'client-id' instead." on every run.
Swap the input + rename the corresponding repository secret from
BOT_APP_ID to BOT_APP_CLIENT_ID so the value reflects what the
action actually expects: the OAuth-style Client ID (`Iv…` format
shown on the App's General page), not the numeric App ID.
Requires the operator to create a fresh `BOT_APP_CLIENT_ID`
repository secret on infinito-nexus/core before merging; the old
`BOT_APP_ID` secret becomes orphaned and SHOULD be deleted in the
same settings pass.

Workflow-driven update PRs opened with GITHUB_TOKEN do not start
further workflow runs, so the CI orchestrator never executed against
them. Each PR-opening job in update.yml now mints a short-lived
GitHub App installation token via actions/create-github-app-token@v2
and forwards APP_SLUG to open_update_pr.sh, which derives the
verified-commit identity from the App user.
The job-level permissions block drops to read-only since write access
is provided exclusively by the App token. Behaviour with the secrets
unset is fail-loud: the token step fails, the PR step is skipped,
and no PR with an unintended identity is ever created.
Requires the BOT_APP_ID and BOT_APP_PRIVATE_KEY repository secrets
documented in docs/contributing/tools/github/actions/secrets.md.

Narrow the test-deploy-{server,universal,workstation} matrix to roles
actually impacted by the branch's diff against origin/main, expanded
transitively over run_after + dependencies + shared services.
Why: full-matrix deploy CI on every PR is wasteful; explicit per-PR
whitelisting is error-prone. The resolver derives the affected set
automatically while remaining fail-safe.
Behaviour (in resolve_effective_whitelist.sh precedence order):
- whitelist input "__ALL__" -> empty whitelist (force full deploy)
- whitelist input non-empty -> verbatim
- whitelist input empty -> diff vs origin/main
- empty diff or any path outside roles/<role>/ -> __ALL__
- all paths under roles/<role>/ -> reverse closure
Fail-safe: any seed that is not modellable in CombinedResolver
(no application_id and not referenced by any role's run_after) and
any resolver runtime error MUST trigger a fall-back to __ALL__.
The closure never silently shrinks the deploy matrix.
test-deploy-local.yml is intentionally exempt (local/manual dispatch
keeps explicit whitelist semantics).

Restores the weekly scan coverage previously provided by Default Setup,

Remove the direct push-on-main trigger from security-codeql.yml so that
the concurrency group no longer cancels the orchestrator-invoked scan.
CodeQL now runs exactly once per CI run via ci-orchestrator.yml, and
its failure continues to block code-quality-gate and all downstream
deploy, install, and environment tests.
Split the CI documentation along SPOT lines: workflows.md owns the
per-workflow catalog (trigger, inputs, short description); pipeline.md
owns the flow (stages, gates, concurrency, fork handling). Drop the
duplicated entry-points table and per-stage workflow bullet lists from
pipeline.md in favour of cross-references. Fix the stale "push to
latest" wording that pre-dated the current branch prefix list.

Treat chore/** branches like feature/fix/etc. for CI: trigger the
push pipeline on chore/** pushes and accept chore as a valid PR
branch prefix in full scope. This unblocks the chore/update-* PRs
that update.yml creates automatically, which previously failed
branch-prefix validation and never triggered the push pipeline.

Add repository variable CI_RUN_ON_MAIN that gates whether pushes to
main trigger CI. When unset (default), pushes to main skip CI;
set to 'true' to enable. Pushes to other branches are unaffected.
Reorganize GitHub Actions docs into a dedicated tools/github/actions/
directory and consolidate every CI repository variable in a single
SPOT (configuration.md). Move actions.md to actions/workflows.md and
branch/configuration.md to actions/configuration.md, then update
every cross-reference. Trim README files to scope-only per
docs/contributing/artefact/files/docs/readme_md.md.
