The two install workflows differed in a name, one env key and the script they
ran, and the orchestrator wired each separately. They become one file.
The pkgmgr half goes with them. Installing through the package manager is no
longer the plan, and the images have already moved: since the switch to
base-images every container is built FROM base-<distro>, so that test was the
last thing still pulling a pkgmgr image. The pkgmgr CLI itself is untouched;
roles keep calling it.
The mermaid graph in .github/workflows/README.md named both files as nodes and
as edges, which test_workflow_references caught after the rename. The workflow
table in the docs follows.
Verified: actionlint accepts every workflow, and 263 tests pass across
tests/lint/repository, tests/lint/filesystem and tests/integration/meta/workflows.

The container this project builds installs its own python, ansible and docker
CLI, so the package manager riding along in the image it built FROM was never
used. That layer now lives in its own repository, which publishes one
multi-platform image per distribution, and meta/distros.yml points at it:
`base` replaces `pkgmgr_virgin`, and utils.distros grows base_image() where
pkgmgr_virgin_image() stood. The pkgmgr image itself stays, because the
`pkgmgr install` test still boots it.
Three references carried the pkgmgr-era tag `stable`, which base-images does
not publish: it pushes `latest` and the major release, and for a rolling
distribution only `latest`, so `latest` is the one value that exists for all
five. INFINITO_PARENT_IMAGE_TAG and the two install tests move to it.
The guard that keeps image references inside the SPOT only matched
`pkgmgr-[{$]`. Renaming the family made it blind to exactly half its surface,
which is how scripts/tests/install/make.sh kept `base-${d}:stable` while
pkgmgr.sh was caught. It now matches `base-` too.
INFINITO_ARCHITECTURE and INFINITO_ARCHITECTURES appear here because
default.env is shared with the architecture axis that follows. They are empty
and inert until it lands; the alternative was a commit whose build fails by
construction, with `base-` declared and `stable` still requested.
From here nothing builds until base-images has published: `docker pull` of the
parent answers `manifest unknown`, and every make target that depends on
build-dependency fails there.
Verified: tests/lint/repository/test_distros_spot.py passes, and the widened
pattern is shown to catch the line the old one missed rather than merely not
breaking.

categories.yml moves from roles/ to the repository-root meta/, joining packages.yml. utils/roles/categories.py owns its location plus the tree-walking helpers that were stranded in entity/name.py, so no caller spells the path or duplicates the lookup.
meta/distros.yml becomes the SPOT for every distribution: os_family, Galaxy platform name, dev-environment base image, and the pkgmgr/pkgmgr-virgin/environment reference templates. It replaces seven scattered copies (DISTRO_FAMILY, VALID_DISTROS, _DISTROS, _CANONICAL_PLATFORMS, two shell arrays, a Makefile literal). INFINITO_DISTROS is no longer a static default but generated by utils/env/handlers/infinito/distros.py; the shell consumers read it through the env layer.
Drops dead CLI surface found along the way: --categories-file and --roles-dir on the provision CLI plus three unused parameters of generate_dynamic_inventory, and the positional roles_file of the invokable categories command.
tests/lint/repository/test_distros_spot.py pins the copies that cannot call the SPOT (workflow literals, docs table) and forbids composing a pkgmgr reference outside it.

Collapse the 5-distro matrix in the make and pkgmgr install-test workflows
into a single job that runs every distro in parallel inside extracted
scripts, cutting 5 runners down to 1 per workflow. Each distro installs
against its own copy of the checkout so the concurrent in-container builds
never race on the shared tree. The distro list is read from the
INFINITO_DISTROS SPOT in default.env instead of being hardcoded.
