evangelostsak 85e9112409 refactor(ci): split the job-title codec out of the assigner 
Reading a title back into its axes is the inverse of building one, and it kept
axes.py over the 500-line cap once the mesh axis landed. The names stay
importable from axes so no consumer moves.
