kevinveenbirkenbachandClaude Opus 4.8 6e13eed7af feat(svc-dns): add central unbound resolver role 
DNSSEC-validating resolver as a central engine, mirroring the svc-db pattern (meta/services flags, overlay topology, per-consumer 02_init). Replaces per-app embedded unbound sidecars (e.g. mailu).
