Environment TestandClaude Sonnet 4.6 3e22dc2844 refactor(docker): migrate 3 remaining Dockerfile.j2 without control-flow logic 
- svc-db-mariadb: replace Dockerfile.j2 with files/Dockerfile using ARG declarations;
  add MARIADB_IMAGE/MARIADB_VERSION to compose args block
- web-svc-libretranslate, web-app-prometheus: delete empty Dockerfile.j2 files
