kevinveenbirkenbach 49da7376a9 ci(ansible): add galaxy-to-git fallback for collection installation 
Split collection requirements into Galaxy and Git sources and
introduce retry logic with Git fallback to harden CI against
transient Ansible Galaxy API failures.
