kevinveenbirkenbach 5ff94feee2 fix(docs): follow the MCP docs one directory down 
The move left every relative path pointing one level short. Most are
links, but the generator's REPO_ROOT is not: with parents[5] it resolves
to docs/contributing/, ROLES_DIR matches nothing, and the report is
written empty instead of the run failing.

kevinveenbirkenbach 7713404e6a refactor(docs): nest the MCP design docs under their own folder 
The three files shared an 'mcp-' prefix as siblings of the other service
design docs, which the prefix-group lint reads as a folder that was never
created. Their content is unchanged; the generator's path adjustment
follows in its own commit.
