Environment Test 80fe5e3846 docs: add scope README docs under docs 
- document docs README purpose and scope in a dedicated SPOT
- add scope-focused README.md files across docs directories
- remove lint rule that banned README.md files under docs

Replace per-directory README.md index files with automatic glob toctree
in root index.rst (docs/**). Add lint test that fails if any README.md
appears under docs/. Document the no-README rule in documentation.md.
