kevinveenbirkenbachandClaude Fable 5 cd50dc0544 feat(cli): role order tools under meta/roles/order 
callorder moves to 'order run' unchanged in behaviour (group-file call
order of the main pass); the new 'order preload' prints the
sys-service-loader preload order from the service registry, run_after
edges included, so both scheduling layers have their own inspector
instead of one tool mixing them.
