fix(env): register INFINITO_DEPLOY_MODE in the static env registry

scripts/meta/resolve/apps.sh reads INFINITO_DEPLOY_MODE (added with the
per-mode skip feature) but the key had no registry entry, failing
tests.lint.filesystem.env.test_used_keys_declared. Add an empty default
to default.env and the key to the static-passthrough STATIC_KEYS so the
CI workflows' compose/swarm value passes through; empty disables the
per-mode skip filtering locally.
