fix(make): restore the Makefile's final newline

310663ae8c left the Makefile without a trailing newline. lint-makefile
(mbake) refuses that with "Missing final newline" / "Would reformat:
Makefile", so the Lint job fails on main and on every PR that merges it.

A local `make quality-high` hides it: its autoformat step adds the
newline to the working tree before the lint phase runs.
