ci(guide): install pyyaml + gettext-base/jq on the Act runner

The catthehacker Act runner image lacks the project's pyyaml plus gettext-base/jq that GitHub's ubuntu-latest ships, so guide_select and the compose deploy step fail under act. Install them in an ACT-gated step (no-op on real CI).
