fix(env): force local runtime context by unsetting CI markers

Unset GITHUB_ACTIONS and ACT in environment.sh to prevent runtime.sh
from detecting a CI environment (GitHub Actions or act).

This ensures deterministic local execution even when the script is
run inside CI-like shells or inherited environments.
