fix(web-app-gitea): declare the MySQL dialect for the auth source SQL

lint-sql could not parse auth-source-users.sql: its backtick-quoted user
table is MySQL syntax, and Gitea runs on MariaDB, but no .sqlfluff named
the dialect.
