chore(claude): ask before touching CHANGELOG.md and pyproject.toml
Version bumps and changelog entries are release decisions, so an agent should not write those two files on its own. Project-scoped ask rules make Claude Code prompt instead. Scope note: these rules match the Edit and Write tools, which are path-based. Bash is matched by command prefix, not by path, so a shell write (sed -i, a heredoc) is not covered.
